Get through mt coronet.go all the way in the snow till you see a house then the guy will say he lost an hm go look around and

On your way to snoport city the guy says he lost something (right behind his house) and when you find it go back to his house in the blizziard and you talk to him

Along route 217, to the far west, there should be a house with an item near it. Can you guess what it is? ... I should hope so. Coincidentally, go in the house and after the hiker talks a lot, he should give you an Icicle Plate.

Go into mt coronet on the celestic side and take the north route then go into the blizzard,go up the left side and you'll find a house and a few poke balls with items in them go into the house and talk to the guy and he'll say something about a HM and walk outside again and you'll find it

You get it when your going to battle the 7th gym leader where the gigantic blizzard is and you will have to look around the place for the item which is HM08 Rock Climb.
