Simply max out it's happiness first. You can check it's happiness by going to Dr. Footsteps house on the route left of Pastoria or the poketch app. The level it up during the day.
Make him like you a lot, and then train him during the day.
Tips on how to make Pokemon like you: Make them hold the soothe bell!! This is a biggy. Then, use a lot of status uppers, like HP UP. Give them lots of berries that increases a pokemons friendship. Walk around with them a lot. Keep them in your party. Win battles and never have your Riolu faint.
If you just have him hold the soothe bell and use roughly about 10 of each status upper on him, and about 2-4 berries on him, he should evolve the next level. That's what happened with my Eevee, at least.
You need to be friendly to Riolu during the Daytime and Level it up.
You need to make riolu's happiness really high then you lvl it up.You can make the happiness go up fast by battling with it,using items on it,and leveling it up.Giving it the Soothe Bell also doubles the rate that it becomes happy, so have it hold that the whole time. Then, have it level up one more time during the day time and it will evolve into Lucario if it is happy enough with you.
Good luck!=)
First it has to be during the day. Riolu will evolve if it likes you enough and then goes up a level. Just keep battling with your Riolu
