THe only way to do it is to have all 3 regi's in your party.(Regice, Regirock, and of course Registeel.) When you have them all in your party the lady will block you still then someone from cynthia tells her that you can go in. You'll eventually once you get there encounter a pokemon.(I'm not saying it. I don't want to spoil it.)

Obtain all three regis and you should have access to the Snowpoint Point Temple to get Regigigas. Im not sure you have to bring them with you though.

You have to obtain the national dex, by seeing all 150 Sinnoh Pokemon.
Deep in the Snowpoint Temple, will be a statue for now. But if you import the 3 Regis from Ru/Sa/Em, the "statue" will come to life, and battle you as a level 70 Regigigas.

You first need the National Pok�Dex.
Transfer the three Regis from Ruby, Sapphire or Emerald.
You should then be able to go into the Snowpoint Temple. You won't be allowed, but someone will come up and tell you that this person (you) is on a special quest or something like that.

You have to have the National Pokedex. To battle the legendary (Regigigas)at the bottom of the Snowpoint Temple, you have to have the first 3 Regis (Registeel, Regirock, and Regice) in your party.
