Well to get to the volcano you need a bike. You see some odd looking rocks near the volcano well you jump over them at high speeds with your bike. Just watch your step with the ledges, and you will eventually get there.

i had a hard time finding the volcano & i have not got therev-gamer answered:
Stark Mountain? I'm guessing you're asking how do you get past the guys who block any way out of the Battle Area. You have to complete your Sinnoh Dex and obtain the National Dex, done by battling all trainers, since by doing so you'd have seen all 150 Sinnoh Pokemon, and battling the three sprites, and talking to Cynthia's grandma and seeing Palkia. With this done, you will see all 150 Sinnoh Pokemon the easy way.
Anyway, with this done, the guys blocking any way out of the Battle Area will disappear, and you have to go north to the Survival Area and then east, and stay as far north on that route as you can, and go up on route 216. Eventually, you'll meet your rival and Crasher Wake. Continue on, and go in the house to heal. Go through the cave, help that new guy to the treasure, and then go in the room and leave and go back to the Survival area and go in the house west to the Pokemon center, and let that new guy pass. Go back to Stark Mountain and battle Heatran in that same room the treasure was found in =]
I said that because I know you will get stuck after the guy leaves with the treasure and you'll wonder how to battle Heatran =]

Go to survival area, travel to route 227 (with HM's) and head to stark mountain (a.k.a the volcano)
Heatran can be found here but only once.
