Well first of all you don't need an event to get Cressilia. You have to go to Canclave city and speak to that guy who will take you to iron island. He'll say something about his son, and some nightmare. He will then take you to fullmoon isle. There you can find Cressilia. She'll run away from you. You can go after her later the same way you run after Mespirit. This is only after the elite four of course.

It's not an event. You only need the national dex, and then talk to the kid in that sailor's house in Canalave City, then talk to the sailor, and he'll take you to Fullmoon Island. On Fullmoon Island, Cresselia will be there, leave behind some item you need, and he'll be off in the Sinnoh wild grass.
It'll be easier to catch Cresselia using an AR code, but you don't NEED it.
