For the record, it's spelled "how" ;]
1. Catching one, I'm assuming you're asking. You find him all over the place, you have to use a super rod, though.
2. In the building west of Jubilife City, going onto route 218. Talk to the fishmerman.
3. Once you've obtained the national dex [seeing all 150 sinnoh pokemon] and beating the E4, you get it from a fisherman in northeastern Battle Area.
