There is no power plant, however there are two types of works. East of Floaroma is the Valley Windworks, and once you have 5 badges and HM03 surf, north of Floaroma is the Fuego Ironworks.

Iron Valleyworks or Valley Windworks is what I believe you mean, either of them will serve as a Power Plant.
