Old Rod...Talk to the fisherman in the building on your way west Jubilife City and answer "Yes" to his question.
Goog Rod...On Route 209, talk to the fisherman on the dock and answer "Yes" to his question.
Super Rod...In the Fight Arena, talk to a fisherman in the North-Western part area and answer "Yes" to his question.

-Good Rod @ Rout 209 from the first Fisherman right out of Hearthome City.

Old rod: West of Jubilife City. The fisherman in that building.
Good rod: Route 209, along the docks. One of the fisherman.
Super rod: Once you beat the E4 and have the National Dex, northern Battle Area.

OK so the Old rod is in the house that connects Jubilife and route218 talk to fisherman there and say "yes".
Goooooooooooood Rod is on ROute 209, GO out of hearthome to the East and the first fisherman you see talk to and say "yes" to question...
Super rod...Ask those guys....
