Question for Pokemon Diamond
Hey you get Arceus by, go to the television building in Jubilife city and then find a person that ask's you "wats your opinion on TV" the put EVERYONE HAPPY then he will ask you sumthin else directly afterwords then you type in WIFI CONNECTION then he tells you "i will pull some string for a mystery gift" save, reset you have mystery gift options and then you can find the Arceus, and 2 others
PS what town is Nasagi city ( english version plz ^.^)

That's wrong, arceus will only be available in a Nintendo event. For your question Nasagi city is Sunyshore city, hope that this helped!
