Probably you have to beat the league and obtain more than 60 pokemon....we don't exactly know since the game is not even out yet!

No. You can catch Elekid in the game. Elekid's evolution chain is in the Sinnoh Dex.

1st part of your question is No you don't need the National Dex to obtain Elekid, Electabuzz or Electivire.

The second part of your question is in order to get Elekid and his other evolutions you have to have Pokemon Fire Red inserted into the GBA slot. Then you have to go to Route 204-South or Valley Wind Works and search for Elekid and hope he has an Electrizer attached. Level Elekid up to 30 to get Electabuzz then trade Electabuzz over to another Diamond or Pearl game with Electrizer attached and he will then evolve to Electabuzz.

No you do not. If you put FireRed into the GBA slot, Elekid wil be available for capture until the game is removed.
