Question for Pokemon Diamond
Um, if you have a Budew before the national dex, can it still evolve into a Roselia, and then Roserade? Or will it be impossible because Roselia is out of region?

Because Budew is part of the Sinnoh Dex, Roselia and Roserade are also apart of it. They would not make the Pok�dex so that certain Pok�mon can't evolve until you beat the game.
