How do I get the ninth poketch-watch application. My brother has it on his game and I really want it. Its the one that allows you to see how much your party Pokémon like you.

There is no "ninth" app. You can get them in almost any order.
The Friendship Checker is given to you by a woman in the Eterna Pokemon Center after you defeat Team Galactic in their Eterna building.
I will thank you for describing what app you were talking about. Most people would ask how to get the ninth, but not which one they are talking about or which one they have.
