If Eevee is the Daily Pokemon at the Pokemon Mansion, it can be found at anytime in the Garden. However, it is still very hard to find one.
You can also obtain an Eevee from Bebe in Hearthome City after you have received the National Pokedex from Professor Oak.
You can even obtain an Eevee by Trade, Mirgration (Pal Park), or an Action Replay Code.
