Where is professor rowan after you get your 7th badge ?I went to the library and he is not there

If you have followed the Storyline correctly, you should have met with Professor Rowan in the Library after you obtain the Sixth Gym Badge. After you talked with him in the Library, you were suppose to defeat Team Galactic in Lake Valor. After you do that, you should go to Lake Verity and defeat Team Galactic (You will see Professor Rowan there). After that, you must head to Snowpoint City and earn your Seventh Gym Badge. Once you have that Badge, head to Lake Acuity. After you do all of this, the next step is to defeat Team Galactic in Veilstone City.
