If you only have one Gym Badge, you will have to go north of Jubilife City to Floaroma Town. After you defeat Team Galactic at Valley Windworks, go through the Eterna Forest. You will come out near Eterna City.
If have more than three Gym Badges, you can just Fly to Eterna City.

For Valley Windworks? Go back to Floaroma Town and go into the back garden of the town.

Use your map. That is why it is in the game.
For the first visit, go through the Eterna Forest, which is just northeast of Floaroma Town. For subsequent visits you could fly there, go through the Forest, go around the Forest, head north across the bike path, or west from Celestic Town through Mt Coronet.
