There are technically Two Pure Flying-Type Pokemon. When Arceus has the Sky Plate attached to it, it is a Pure Flying-Type Pokemon. Tornadus (Fifth Generation) is also a Pure Flying-Type Pokemon, but it cannot be found in anything but Pokemon Black.

then how did a person change a type to ??? if in the cheat he/she said the Pokemon had to be pure flying

I don't get why they only put one pure flying type! And it's only in one generation.

The only true pure flying type is Tornadus. It is completely unobtainable in Diamond (even through hacking and trade). It is a generation 5 Pokemon.
There are a few ways other Pokemon can temporarily become pure Flying. Arceus holding a Sky Plate, Kecleon hit by a Flying type move (until it is hit with a different move or the battle ends), and any part Flying type Pokemon using Roost (one turn only). Camouflage, Conversion, and Conversion 2 all can also change the user's type to pure Flying.
