You can't find Pokemon in the Underground Caves. The only things you can find are items, spheres, and Pokemon Fossils (can be turned into Pokemon by going to the person in the Oreburgh City Museum).
Rare Pokemon sometimes appear in the grasses and caves. It's all about chance. Sometimes you find rare Pokemon, and sometimes you don't.
You could also try to Trade for Rare Pokemon.

There are no Pokemon underneath cities or above them. Wander around the right caves enough and you should find rare Pokemon.

Once you've beaten the Elite Four, the Pokeradar is given to you...
Long story short when you use it in patches of grass you see shaking ones, go in and most of the time you find something from an old generation.
For example Tyrogue can be found on route 208 or 211 (West side) by using the pokeradar!
It's surprising what it can do! Don't get discouraged if you don't find one right away!
