The HM Strength is found in the Lost Tower near Solaceon Town.

It is found in Solaceon town, go below it a little and you will see a tower (Made of stone and looks like a monument kind of thing). Enter there and go to the top floor, one of the 2 women gives you the HM, the other gives an item. (Don't worry, you can talk to them both, they give you it anyways)
