Because Mewtwo is a rip-off of Mew. Same power, but in a smaller package. Nature over science - The idiot scientists couldn't get Mewtwo right, so the settled for an ugly cat beast.

Mewtwo was a genetic experiment involving the embryo from a pregnant Mew (according to the journals from the Pokemon Mansion on Cinnabar Island). The scientists that found the Mew performed gene splicing experiments on the embryo and created Mewtwo. Check Bulbapedia for a better explination.
