The Azure Flute cannot be found on Pokemon Platinum. The only way to obtain one is by an Event. However, the Event has already passed. There is no other way to obtain one now.
However, you can still obtain Arceus by Trade.

The Azure Flute is a long past event item. There is no way to get one now.
