Why can't I use my pokeradar I used my max repel I am in the grass what else do you need to do to use it

Try not using a Max Repel before the PokeRadar. Also, I believe the PokeRadar only be used in regular grasses, not tall thick grasses. If you use the PokeRadar in regular grasses, it should work.

If it's saying it's not the time and place for it it's prolly because youre not in the grass I've had that problem a lot today
