You will get it in Veilstone. It will be dropped by a grunt in front of the main building. You have to wait until you are far enough in the game.

The Storage Key is used to open the door to Team Galatic's Warehouse.

The storage key is for darkrai it is a event Pokemon and you can't get it anymore
