Charmander, Charmeleon, and Charizard cannot be found in Pokemon Diamond. The only ways to get them is by Trade or Migration.

Charmander is a gen. 1 Pokemon you most poke transfer to get it

The only Pokemon games I am a where of with charmander in it is firered and leafgreen it is a beginners Pokemon so it is easy to obtain or you could trade. To migrate Pokemon it must be a DS lite not DSi and you must have the national pokedex.
