First, you must have a fossil.
Second, talk to him. He will bring up a list of fossils you have.
Third, pick which fossil you want to resurrect.
Fourth, step outside and then return.
Finally, talk to the man (with an open spot in your party).
The Pokemon will be level 20 and will most likely be male (all fossils are 75% male).
