Perhaps you haven't talked to the child in the house near the bridge yet? You have to talk to him first and you'll discover that he's having nightmares. After that you should be able to go inside.
But since you used a cheat for that, maybe it doesn't work or something? I dunno, but you better try talking to the kid first before anything else. =)
