I haven't played it in a while but I'm kinda sure that you have to beat the seventh gym to get passed them

You hav to beat Gym 6 first, and chase the guy from the Swamp to the lake to get through.

You must beat the gym leader there.go to the acuty lake then head to right go through the grass there you will find the gym leader hope this helps
