If you are having trouble you should keep grinding levels with wild Pokemon even if you don't get much experience you have to start somewhere keep trying good luck!

Hey, I know what you mean. I suggest going to the route south from Veilstone. There are some trainers there that can give you some good EXP. Also you might want to have all above lvl 20 at least. You should have at least one bird Pokemon at a pretty decent lvl.
Maylene has two lvl 27 (Meditdite and Manchoke) and a lvl 30 (Lucario). For the Meditdite, ghost attacks work out okay, but I suggest leaving a Pokemon to use Curse or to give a Burn or Parlyz Lucario. Try to leave as many Pokemon as possible for the Manchoke, you don't want to end up dying once you've defeated Lucario.
