You can't get it through normal play, as it's not available for capture in the wild. You'll have to either trade it from Heart Gold/Soul Silver, or use the Pal Park for transfers through the old Silver/Gold/Crystal versions.

You can't transfer anything from Gold/Silver/Crystal. Those games aren't compatible with anything newer than themselves.
