If you are talking about traveling to places like Kanto and stuff then no, in Pokemon Diamond you stay in Sinnoh Region the entire game.
There are no Pokemon games that allow you to travel between regions (except HG and SS which allow travel between Kanto and Johto only)
Nope. That sucks, doesn't it? It sure would be nice if we can travel through regions.
Apart from the Battle Island (Not it's own region) there are no other regions that can be traveled to from Pokemon Diamond.
No, I played for awhile, and I can't seem to find a way to travel to a different region. SoulSilver and HeartGold allows you to travel to Kant and Johto, but I'm told that if you can put a Game Boy game in your DS Lite, you can migrate Pokémon to your DS game, do a showcase at some Park in Kanto, then the manager gives you an Arceus, and I'm told from there, you can go to Sinnoh. Then I'm also told that you can go to Hoenn if you beat Steven the champion, who will be wandering around Kanto and Johto. Based on the Pokémon timeline, this could be possible since the Gold and Silver remakes came out at the same time Pearl, Diamond, and Platinum came out, and Saphire, Ruby, and Emerald had already come out. Catching Pokémon is also confusing. In each game, you can usually only catch the generation of Pokémon that's in the game unless you beat certain parts of the game, or use hacks. Gold and Silver allow you to catch certain Pokémon after beating the Pokémon league, or by using the Pokegear radio to listen to Prof. Oak and Mary's talk show, which will once a day tell if any rare, wild Pokémon are on some route. Some of which are Swablu and Ralts. Even though the Pokémon motto is "Gotta Catch em' All", Pokémon still has yet to make a game where you can catch every Pokémon.
