You need to have:
A. Pokemon Ranger: Shadows of Almia
B. Pokemon Ranger: Guardian Signs
Go to Ranger Net, download the Manaphy Mission(s) or any mission for that matter (Riolu is the only other one you can get.) and beat it. Now you need a second DS. Go to Mystery Gift on the Pokemon Diamond and send it over from Pokemon Ranger. Now a guy should be in any Pokemart. Happy sending!
