Volke answered:

Feebas is found in Mt. Coronet, in the fog room on the way to Snowpoint City. Once inside, fish for him in the water. However, Feebas is very rare, so you'll have to be patient.

NOTE - I'm pretty sure you have to use the Super Rod. It may be worth trying the others, though.

Tsume3 answered:

You can catch Feebas in Mt. Coronet, in the room with fog--but it only shows up on six 'tiles' and those tiles change every day. Fish each tile two or three times--if you haven't caught a feebas within that time, it's not that tile. They're like Magikarp are for Old Rod on the tiles they're in that day.

However, I found it a lot easier to trade for my Milotic via the GTS.

Fish a few times in every square of the Fog room in Mt. Coronet. He will appear in the end.

Alternatively migrate it from R/S/E, he is found in the same way on Route 119.
