poke radar help

poke radar help
I do what my friends do with the radar but all I get when I use it is the old poke'mon not the ones that you need to use the poke radar to get it what am I doing wrong I work it in the grass anything helps.

When you use it all the grass will shake and you will see some that sparkle a lot you need to go to them for a while then you get it after a while.
