You get different forms by battling in different areas. Battling in grass will give you the form he is usually in, while battling in a city area (like in a Gym) will give you Junk Form, and battling in sandy areas will give you sand form.

To get the other forms of Burmy, you must place it at the top of your team and then switch it out when the battle begins with wild Pokemon encounters. Battle in any Grassy area for the Plant Cloak, any cave for the Sandy Cloak, and inside any building (I used the Seven Stars Restaurant in Valor Lakefront on Route 213) for the Trash Cloak. Once you have the form/cloak you reqire, remove the Burmy from the top of your team and give it the Exp. Share to hold and level up.
