Cynthia and the secret potion??

I haven't played the game in a while and recently started playing again and was really stuck as what to do. I used a walkthrough that told me to go to route 213 defeat galactic grunt and say yes to cynthia, however she is not there. Can someone please help me as I can;t advance any further without the secret potion.

Did you continuously defeat the team Galactic grunt until he reached Lake Valor because thats the only way Cynthia will appear to give you the Secret Potion.

After you beat Wake, go to the Safari Zone. A Galactic Grunt will be there, chase him down to the lake and battle him, I believe he only has a Glameow. After you beat him, he'll walk to the lake, and Cynthia wants to get in, but she can't. Accept her offer to take her necklace to her grandmother and she'll give you the secret potion.

If not, there's something wrong with your game maybe?

whats the safari zone?>???? is it the big building, becuase i go thee, talk to the grunt, and he doesnt run... grrr. this is getting frustrating
