Tutor Moves

At the Supercheats Pokedex Guide it says you can teach a Dragonite Thunderbolt at the Tutot Moves section. But when I go to the guy at Pastoria, he won't let me learn it. Only the moves I have learned before. So then, how do you tutor the move Thunderbolt to a Dragonite?

You do it by TM.
Also theres more tutors so you probaly went to the wrong one.
The guy in pastoria only teaches moves that you replaced with over moves. Hope this helps.
