There's alot of ways in filling it up.
1. Try to capture all of the Pokemon, trade, migrate Pokemon from GBA games, and battle people who have the Pokemon you're looking for.
2. Use the Action Replay, GameShark, or Code Breaker to hack for the pokemon.

I need an easier wayjacky in the box answered:
Migrate from GBA games and use the GTS. That is mostly all you can do.
Or you can cheat and take the easy way out.

If you have a good amount of GBA games and Pokemon Pearl, it's going to be much, much easier. Wi-Fi is not necessary, but it is useful if you do not have access to a Pokemon Pearl, or certain GBA games. I'd recommend against cheating, but you may cheat if you want to make it faster. The code is already posted.
