Is there a way to get any starter without cheats or mingleling from other gamescause I want a torchic.

See a torchic, then go to GTS.( to see a torchic go to the Battle Tower).

Mingleing? I think you mean migrateing. If you don't want a torchic, simply just ask a friend to migrate from these games: Pokemon Ememerald, Pokemon Ruby, or Pokemon Sapphire. (those games had torchic.)

Sorry, the only way to get Torchic on Pokemon Diamond without cheating is to migrate it from Hoen. (Fire Red, Leaf Green.)
