See a torchic, then go to GTS.( to see a torchic go to the Battle Tower).

Mingleing? I think you mean migrateing. If you don't want a torchic, simply just ask a friend to migrate from these games: Pokemon Ememerald, Pokemon Ruby, or Pokemon Sapphire. (those games had torchic.)

Nop is not other way to get the starter pokemons change it from another game :)
