You must have the national pokedex then go to canalave city and go to the final house up in the town that have a sign that say harbor inn and talk to the door lol

Talk to the boy who wants to be a gym leader and he is in a nightmare. Then talk to the sailor outside, he will take you to FULLmoon island then get the lunar wing and return to the city. Talk to the boy again, he will wake up THEN got to the inn and do what you must on newmoon island. Hope this helps XD.
