Just pass any Master ranked contest and enter the building with the Pokemon you used in the contest and the lady will let you through.

I'm sorry Megaman XYZ USA, but you are wrong about that. To be able to enter the Ribbon Syndicate in the Resort Area, you must have a Pokemon on your team that has at least 10 ribbons on them.

Go into the place with a Pokemon wearing a lot of ribbons, and you'll be let in.
