ok i have a few questions
How do I get Lugia ho-oh mewtwo Mew latios latias (without migrating) manaphy (is there a action replat ds cheat to get manaphy)

1: To get Lugia, mewtwo ,ho-oh, Mew, latios, and latias , you have no choice but to migrate. Unless you trade with a friend , or someone on GTS.
2:To get Manaphy , just get Pokemon rangers 1 and beat, then do the ranger net on the main menu. Then you'll be given the egg, on the last mission on ranger net. Or just trade with a friend. If you use AR ,it more than likely won't obey ,unless your the original trainer.

You have to migrate to get those you can't find them in the game.

If you have an Ar I could tell you the code but you have to go to the mining museum to get them
