Is there any way of getting all forms of deoxys without cheats

Yes go to Veilstone City, start going to the right untill you see some meteorites, they'll be four. Press A at them they'll turn Deoxys into a different form. (You'll need to have Deoxys first in your party though)

If you have four Deoxys then you can go to Veilstone City and go to the bottom right of the city and there are four rocks. Touch each of these rocks while holding Deoxys and it will change form.

Well,first of all,you'll need four Deoxys.
Next,you'll need to go to Veilstone City.
Go to the far right of the city.You'll then see some meteorites.
Go up to one and press 'A'.
Hint
'The meteor balanced out abilities'=Normal Deoxys
'The rock boosted offensive capabilities'=Attack Deoxys
'The rock boosted defensive capabilities=Defense Deoxys
'The rock boosted speed capabilities'=Speed Deoxys.

Deoxys was once given away at gamestop. Also, Deoxys was given away to fans who preordered tickets to the japanese showings of "The Rise of Darkrai".

Deoxys doesnt need to be first but it needs to be in your party. There are also cheats for ar you can use.
