Ok so I can not find the pokeradar. Every time I talk to professor rowan he says THE WORLD IS EMMENSE AND STUFF.

When you arrive at Pal Park for the first time, Professor Oak gives you the Pok�Radar and Pok�tch feature 20. The Pok�Radar allows you to guarantee a Wild Pok�mon appearence. However with the National Dex in your possession you will be able to find Pok�mon that aren't in the Sinnoh Dex. The way the Pok�Radar works is that when you use it in Grass without your bike, you will see the grass start to rustle. Go to it and you will have a Wild Pok�mon encounter. However this does not guarantee that you battle the old Pok�mon, you can battle any Pok�mon in the route.

After you beat the elite 4 and have folled up the sinnoh pokedex go talk to him and he should give it to you.
