How can I lv my Pokemon to the maximum lv without cheating?

Simple - Train.
You have to have patience with this to, the fastest way I've heard of is give a weak Pokemon the EXP. Share and go to the Elite Four. Once they're around lv 40 - 50, train them at Victory Road or wherever lv. 40 or so Pokemon are. Let them keep holding the EXP. Share so they get more and trade them to a friend and trade them right back to make it level up quicker.

You can train on the elie four a lot or you can do the battle tower and get rare candies and your prize.Hopes this helps!

You can battle with the Pokemon in the elite four or go to battle tower and buy some. They cost 48 battle points.

Well, it takes A LONG TIME. So you need patience-and a whole lot of time. While you go through the game, you know how you like to run from wild Poke'mon or avoid trainers? Don't do that. Use mostly your Poke'mon you want to level up to 100, and you will gain exp. A lot. Finally, when you reach the Elite Four, use that poke'mon a lot. After you beat the Elite Four, the game's not over! You just keep training. Use your Poke' Finder thing to find wild Poke'mon. Just train a lot okay? Also, you can rarely find these things called Rare Candy. It's in the Medicine Pocket, and if you feed it to that Poke'mon, they automatically raise one level.
