You could try action replay codes but I don't know any good luck trying to get the Pokemon you want!!!!!hope I helped.

Well, there's two games that came out long ago. These games are titled "Pokemon Colloseum" and the other is "Pokemon XD: Gale of Darkness". Pokemon Colloseum is the one you would want because, during your adventure in the game, you encounter Croconaw, Quilava, and Bayleef as Shadow Pokemon. But I don't know a place that would have these games, but they're the only real way to get the three starters from the generation two series of Pokemon.
P.S.: You can get Ho-Oh as well by beating the hundred battle from the Mt. Battle Challenge. But I think you need to purify all the Pokemon in the game.
