What is the easiest way to get shiny pokemon?Without the action replay?

Is just to be lucky. There is no easier way. I only found 1 shiny poke out of all the poke games. That was a krabby on gold

Well to tell you the truth without the action replay you have to keep going into the tall grass and just keep battling intill you see one. For a higher chance go into unusual places! Hope I helped!

Try and catch the same Pokemon from were you cought them befor and hope they are shiny hope it works

It's just luck I guess. There is about 1 in 8,062 chances that you'll get a shiny I think. I've heard that using the Poke Radar helps too, since if done right, can help you encounter the same Pokemon over and over again, which should increase your odds a little bit. This is called "chaining", if you'd like to learn more about then I suggest that you Google it. But finding one is still just luck, this increases your chances, but it's still rare to see one.

Use the pokeradar and go into any really shiny grass (you have to chain Pokemon first)

The only way to get shiny Pokemon without hacking is to use the Poke Radar and be VERY lucky.
