Do you have to beat the Elite Four before you can migrate Pokemon from Emerald version to Diamond version?

Yes. After you beat the Elite Four AND complete the Sinnoh dex go talk to Prof.Rowan. He'll give you the National dex and Prof.Oak will come in and tell you about the Pal Park. After this save your game and then you can migrate Pokemon when you turn your DS back on.(you have to have a GBA game in to do this)
Yes You will have to beat the elite four in diamond. Then go see prof. Rowan. After a talk, prof.oak will appear. Just surf down from the Pokemon centre along the route. Eventually you will come to the building and you just go in and talk to prof. Oak. Then just plug in your game and at the main screen, pick the Pokemon you want to migrate and select ok. Enter the pal park and just catch them.
Dont need to complete the sinnoh dex, you just have to gain the nat dex.
You actually have to do two things: you MUST have the sinnoh dex completed (not the national)and you must beat the elite four.
I have an action replay and I used a 493 Pokemon recorded on pokedex cheat.
So go get the 100 and something Pokemon and beat the elite four
No you only have to see 151 Pokemon /I did that 2 beat the elite 4 don't worry palkia is found in a book in the Canalave Library(i think :o)
All you have to do is beat the E4 and complete the pokedex
