You can only get past those people, after you have received the National Pokedex from Professor Oak. To do this, you must first see every Pokemon in Sinnoh. Next, show your now completed Sinnoh Pokedex to Professor Rowan. Next, Professor Oak will come, and give you the National Pokedex. After this is done, the people will be gone, and the passage will now be opened.

You first have to have seen every Pokemon in the Sinnoh Pokedex and then show it to Prof. Rowan. You will get the National Dex. Now you can get past the two guys.

There's those guys, and the others to the north. Both of them will move out of the way once you obtain the National Pokedex from Professors Rowan and Oak.
