You can receive the Azure Flute from either a Nintendo Event or by the Mystery Gift.

You can't get it "legally" anymore. The Nintendo Event has already happened. So now the only way to get it is with a Action Replay.

TO goet the Azure flute, you have to go to a nintendo event (a Pokemon give away). Those almost never happen, though, so I'd use an Action Replay or trade with someone.
