An Action Replay is known to be a hacking device where you can get items, max health, attack, defense, speed and all other stuff like that. It has a cord and CD where you can store Action Replay Codes on your computer and the device alone. You can get an Action Replay at any electronics store for $20.00 dollars. Hope this helps you out.
The Action Replay DS is the same size a DS Game and is inserted into the DS game slot. Action Replay DS also comes with a disc that goes into your computer so you can save AR codes onto it for convenience.
You can do many things with this, basically all of what you said in your question. Some cool cheats include being able to walk through walls and another being every Pokemon you catch is shiny, plus other cheats you can use.
In the United Kingdom it the price can range from 10 - 15. In America it can range from $20 - $40 I believe it is.
Hope this helps,
~Lukie.
