The Nickname rater/changer can be found in Eterna City, in the big building right next to the Town Market. He is the elderly man, on the 1st floor.

Eterna City. He is on the first floor of the large building.

Go to eterna city if you see a big building, read the sign if it says eterna estates or something similar, go in talk to a man. He will say who he is. (Name rater) and you will rename your pokemon.
